The Family Transport still uncertain for dialysis patients By Joy E. Moses Times-Dispatch staff writer The fate of kidney dialysis patients who depend on special transportation to get to treatments on evenings and weekends remains uncertain despite a meeting between social workers and the transit company.

Greater Richmond Transit which contracts with STAR, the specialized transportation service for the disabled, plans to cut STAR's hours beginning July 10 because of the program's high cost. It will leave 49 dialysis patients with no way to get to their evening and Saturday treatments, according to social workers. At the meeting on Wednesday, four social workers from area dialysis centers exchanged proposals with Rollo Axton, director of operations planning for GRTC. The social workers also submitted a petition signed by 200 dialysis patients and staff members protesting the cutback in hours and a 40-cent fare increase that GRTC has also scheduled. The social workers said they asked GRTC to put priorities on the special service according to destination so that the medically needy would not suffer.

They asked if GRTC could apply the funds associated with the program for the handicapped through a different channel so that life-threatening situations could be avoided. Axton said in an interview that Department of Transportation regulations do not allow service to be restricted on the basis of the purpose of a trip. He also pointed out that GRTC has consulted with 18 agencies, including one dialysis center, in preparing the plan to work out the least painful way of VIRGINIA BRIEFS Murder suspect arrested in Shenandoah County WOODSTOCK (AP) A fugitive wanted for first-degree murder in Georgia was arrested yesterday in Shenandoah County about 12 hours after he tried to run over a Woodstock police officer with a truck he is accused of stealing in Pennsylvania, authorities said. Grant D. Snowden, 20, of Cairo, also is wanted for attempted murder, kidnapping and robbery in Brookline, police said.

Sabotage increasing in coal strikeactions By The Associated Press Acts of sabotage intended to delay coal traffic increased this week in Southwest Virginia, and a state police spokesman warned yesterday that devices used to puncture truck tires during the miners strike are dangerous. Charles Vaughan said there have been unintended victims as tires have been flattened on cars driven along the narrow, winding roads by people unconnected with the strike. Axton proposed changing dialysis schedules to alleviate some of the problems. But JoAnne Martin, the social worker from the West End Dialysis Center, said most of the centers were already operating near capacity. She added that patients who don't ride STAR depend on other schedules and cannot switch to accommodate the STAR riders. Axton also said that a variety of transportation alternatives are available. first level of responsibility is family and friends," he said.

He also suggested that federal, state and local agencies could be called for help. A number of public agencies own vehicles for transporting clients, including one of the dialysis centers. But the specialized vehicles are expensive to run, both for the agencies and for the bus company, he said. Axton provided estimates that although less than 1 percent of the riding public uses the specialty service, almost 7 percent of GRTC's operating budget goes to it. Also, GRTC is only required to provide bus service equipped with lifts or special van service, but chooses to provide both.

Another GRTC suggestion was to arrange for private carriers to contribute transportation services. Lynn Brice of the East End Dialysis Center said that private transportation companies "don't receive federal 1 funds for public services and don't have the obligation or commitment that GRTC does." The Richmond Mayor's Commission for the Disabled has announced support for the dialysis patients, and recommends that the dialysis centers and patients work through city council members to maintain transportation service for the patients. Sewage spills spur worries about river Times-Dispatch state staff FREDERICKSBURG Leaders of an environmental group voiced dismay yesterday over recent reported overflows of untreated sewage from a Fauquier County sewage treatment system into tributaries of the Rappahannock River. Slaying suspect arrested here Police responding to a report of a traffic accident on Interstate 95 turned up a murder suspect driving a stolen car Thursday.

Billy Reynolds, 25, charged with being a fugitive in North Carolina and New Jersey, was arrested on northbound I-95 near the Parham Road exit at 3:35 p.m., Henrico police said. A computer check of the car's registration showed the car had been stolen in North Carolina that morning. Reynolds was charged with refusing to take a breath test, driving under the influence of alcohol, operating a vehicle without an operator's license and grand larceny. Police later discovered he was being sought in Greenville, N.C., in connection with a homicide that occurred three weeks ago. According to Greenville police officials, Reynolds was being sought in the shooting death of Richard H.

Gaddy. Gaddy, 54, was found slumped in the driver's seat of his truck, Greenville County Police Capt. Randy Nichols said. Reynolds and his girlfriend befriended Gaddy in a hotel lounge, police said. "The three were drinking pretty excessively and shortly after they left the lounge, the truck was found just down the street from the hotel bar in a residential area" with Gaddy dead with a gunshot wound in his head, Nichols said.

Investigators believe robbery was the motive. Reynolds is also wanted in New Jersey on an assault charge. City officials close Blackwell pool City officials closed the Blackwell public pool in South Richmond yesterday because of a lack of lifeguards. The pool, located at 16th and Maury streets, probably will not be reopened until mid-July. The Blackwell pool will be drained in the meantime as a safety measure.

Park and recreation officials will also be reviewing concerns about safety, programming and activities at the pool during the closure..
